Public councils for social inclusion of disabled persons are created in accordance with the national strategy for equal opportunities for disabled people. The main goal of the councils is to aid the establishment of a state of Bulgarian society,where the following principles are observed:
- Disabled people are given the opportunity to take active part in society;
- Respecting the rights and the sovereign interests of disabled children is of hishest priority in all situations:
- Disabled people must be supported in their efforts to lead an independent life according to their own conceptions and desires;
- Disabled people have both equal rights and equal responsibilities;
- The conception of a disability should be prevented or help for its healing should be provided, So that complications are avoided or the negative consequences are alleviated;
- Any form of discrimination, based on disability, is absolutely unacceptable.
- The state should create the necessary conditions and observe that these principles are kept.
